Conn. warns of dire climate change consequences

HARTFORD, Conn. (AP) -- Connecticut environmental officials are warning of dire consequences from climate change that will affect agriculture, dams and levees, waterfront habitats and public health.

For example, sea level rise will leave Hammonasset Beach State Park, among Connecticut's most popular state parks, mostly inundated by sea water by the end of the century, according to a new report by the Department of Energy and Environmental Protection.

Most agriculture in Connecticut is likely to be "highly impacted" by climate change "and most of these potential impacts are negative," Monday's report said.

Maple syrup, dairy, warm weather produce, shellfish and apple and pear production will be affected by changes in temperature and the abundance of rain or lack of it, which could reduce production yields, lead to contamination of agricultural goods such as shellfish and the need for costly infrastructure to compensate for the damage.

Climate change is "going to require some adaptation," said Agriculture Commissioner Steven Reviczky.

"You can see what's happening," he said. "The intensity of storms is pretty significant. The damage has been equally significant."

Connecticut was hit by three major storms in 14 months: Tropical Storm Irene in August 2011, followed by a freak nor'easter two months later and Superstorm Sandy in late October 2012. This summer, four tornadoes touched down in Connecticut, with one storm in north-central Connecticut on July 1 damaging tobacco netting and other farm equipment, buildings and crops.

The report said climate changes are projected to be less in the Northeast, particularly for rain and snow, than the rest of the country. Connecticut agriculture as a result can take advantage of the projected longer growing season.

The legislature required the Governor's Steering Committee on Climate Change to evaluate the projected impacts of climate change on agriculture, infrastructure, natural resources and public health and develop strategies to reduce the impacts.

Infrastructure would be most affected by changes in storms and rising sea level, which could cause substantial structural damage. Efforts and technology would be costly to reduce the impact of the damage, the report said.

In addition, natural resources most at risk from climate change are cold water streams, tidal marshes, open water marine areas, beaches and dunes, freshwater wetlands, offshore islands, major rivers and forested swamps.

Cold water streams could become warm, tidal marsh and offshore islands could be submerged and critical species that depend on the habitats could be lost. The damage caused by climate change would join other threats such as development and invasive species.

Nurse details anesthetic treatments for Jackson

LOS ANGELES (AP) ? Michael Jackson had a high tolerance for certain drugs and wasn't always forthcoming with his medical history, a nurse anesthetist who treated the singer testified Thursday.

Witness David Fournier told jurors he had worked with Jackson for a decade until the relationship ended in 2003, when Fournier refused to participate in a medical procedure.

Jackson was acting "goofy" and was slow to respond to standard questions before a scheduled cosmetic surgery that was canceled after Fournier refused to administer an anesthetic, he said.

The incident came a few months after Fournier said he had to help Jackson breath while undergoing another procedure and later determined that Jackson had not disclosed a new medical condition.

"He wasn't honest with me," Fournier said.

At the time, Jackson had an implant in his abdomen to block the effects of Demerol and other opiate drugs.

Fournier testified that he had given the singer a relatively large dose of a powerful anesthetic and needed to know how Jackson was going to react.

Fournier testified as a defense witness in a negligence case filed by Jackson's mother against AEG Live LLC, the promoter of Jackson's comeback shows.

Katherine Jackson claims the concert promoter failed to properly investigate the doctor who was later convicted of involuntary manslaughter for giving Jackson an overdose of the anesthetic propofol as a sleep aid in 2009.

AEG denies it is liable for Jackson's death. Its lawyers have said Jackson hid his prescription drug use from nearly everyone.

Fournier said his incomplete medical records show he administered propofol to Jackson at least 14 times between 2000 and 2003. He estimated he gave the singer the drug numerous other times over the years for a variety of cosmetic and dental procedures.

He noted in his records that Jackson had a high tolerance for certain drugs, which Fournier said could be attributed to a variety of factors, including genetics.

During cross-examination, Fournier said Jackson never requested any specific drugs, including propofol, during procedures or asked to be sedated for longer than was necessary. He said the singer didn't exhibit any drug-seeking behavior or signs that he was doctor-shopping.

Fournier said he knew that Jackson had received an above-average number of anesthetic treatments over his lifetime, and many were related to procedures needed after Jackson was badly burned in a shoot for a Pepsi commercial in 1984.

Fournier said it was not common to administer an anesthetic during cosmetic procedures, but the ones done on Jackson were complex and involved dozens of injections. Some of the procedures were near Jackson's eye and sedation was necessary to keep him still, Fournier said.

Fournier also said he never had any indication that the singer was using propofol as a treatment for insomnia.

Jackson's physician Conrad Murray had been giving the singer nightly doses of propofol as Jackson prepared for his ill-fated "This Is It" shows.

Dear Prudence,
I am a hormonal young woman and was craving an easy hookup, so I tempted fate (and horny dudes) on the Internet. Fate (and the dudes) took the bait, and of the hundreds of responses I received, one stood out because he accidentally attached a professional summary. I found out it was a man who works in my field, and is a fair number of years my senior. We met up; we hooked up; we became friends. He and I are both unmarried and unattached, but neither of us wants to move have a romantic relationship with each other. I have now begun to date closer to my age group, so I don't want to share playtime with him anymore, but haven't told him yet. Being entry-level in the field, I could really use a mentor and have excellent access to this guy. I really don't want to exploit him or make him feel rejected or awkward, and I want to be as professional as possible to keep suspicions of "secret lovers" at bay. Two questions: 1) Is it OK to pursue his help with my career, maybe in a formal informational interview or by asking for introductions? And 2) How do I go about this tactfully? Connect with him on LinkedIn and send a formal email to his work address?

Dear Babe,
I can just hear the kind of glowing recommendation your hookup can give you: ?Juliette has a wide-ranging skill set. She?s always ready for action and throws herself passionately into any task. She has the flexibility to be considered for a variety of positions.? You have a rather naive idea of what a mentor is and how you get one. Facebook COO Sheryl Sandberg, in her book Lean In, says she hates when young women, some she barely knows, ask if she will be their mentor, the way little girls ask each other to be best friends. She writes of women your age: "We need to stop telling them, 'Get a mentor and you will excel,' Instead we need to tell them, 'Excel and you will get a mentor.' " You have exceled with this older man, all right, but not in a way that he can convey to his colleagues. Sure, you selected him to relieve your urges not just because of his personal skills but also his professional ones. Given that, it would have been fine for you to have engaged in a little pillow talk about your mutual vocation. But now that your assignations are done, you can?t expect he?ll welcome your showing up on his work networks or at his office. He knows you as someone who?s on the make, but in the wrong context. However, since you say you two have become friends, you should meet him for drinks and explain that while you?ve really enjoyed your adventures, you?re looking for something more permanent with someone your own age. Then say you?d like to stay in touch. If he agrees, when you get together for lunch, at some point ask his advice on how to move up in your field. For the future, keep in mind it?s better not to look for a mentor when you?re both out moonlighting.

Dear Prudence: Not-So-Secret Life

Dear Prudence,
I am a single female physician in my mid-30s. I had a deep intellectual and (brief) romantic connection with my much older mentor. Now, I can?t figure out how to let go. "John" is over 20 years older than I am, divorced with grown children. He?s taught me everything I know about being a doctor. We delighted in each other?s friendship and a mentor/prot?g?e relationship for most of the past decade. I was moving away after my fellowship and we both became emotional that we couldn?t see each other regularly. We got romantically involved at that point and it felt so natural. We acknowledged our love but John said no to a committed relationship. I want marriage and children and he said he wanted neither again. He said he wanted me to be with someone who could give me all that. He?s also a self-declared womanizer. Since then we continue to have confusing contact. He provides me with guidance in practicing medicine. We have intimate chats, and occasionally physical intimacy when he comes to my city. I know it?s best for me to cut him out completely, but it?s so hard to let go. I can't imagine how I will practice medicine without being able to call him, and I would miss him as a friend. How do I keep the connection but ready myself to pursue a real romantic relationship?

Dear Heal,
This is revealing examination, doctor, of the dark side of mentorship. No, it?s not just the matter of you two becoming lovers. It?s that your dependence on John is keeping you stuck psychologically. You can?t imagine making your way in your career without the constant advice and reassurance of someone you have elevated to godlike status. John may indeed be the William Harvey of his day, but surely he must hope that as he ages and medicine advances, you will eventually surpass him as a clinician. You already know consulting with colleagues makes you better at what you do, so at this point you should have a circle of people you turn to, not just one oracle. ?For the sake of argument (sorry to inject this thought) let?s say John suddenly drops dead. You?d feel bereft, but you wouldn?t close up your practice because you can no longer turn to him for advice. If for your own emotional health you need to cut him out of your life, recognize you will go on just fine. Being clear about that may give you the strength to maintain a just-friends relationship with John. Stop having sexually charged conversations, and sex, with him. Tell him he?ll always have a special place in your heart, but you two have to go back to being colleagues. Since he?s admittedly always juggling a bunch of women, it perhaps will come as a relief to him. I?m no doctor, but the medical facts are that since you are in your mid-30s and want children, you don?t have a lot of time to waste in finding a partner. Don?t ?ready? yourself for a life post-John, start living it now.

Kings Mountain football depending on young players

Kings Mountain, NC (WBTV) -Kings Mountain Head Coach Greg Lloyd has some great young talent returning.

Five starters on offense and six on defense featuring two of the more dynamic

athletes in the conference in Xavier Johnson and Tico Crocket.

Johnson, a rising junior, led the Big South Conference in receiving last season

and Crocker, also a junior, will be outstanding on both sides of the ball.

The defense will be anchored by inside LB senior Jacob Miller--a two year starter.

The big question will be the inexperience of new QB Brandon Bell.

It's all part of the youth movement at Kings Mountain and the coaching staff

does not consider it to be a bad thing.

How to Do Local Marketing and Dominate The ... - Blogging Tips

Small businesses owners who run across this post really need to listen to this carefully. The world is changing and if you can get your mind wrapped around the fact that the internet is the way of the future, and then you may have a fighting chance to succeed. The explosion of the mobile phone and more and more laptops being sold annually, comes with the truth that the internet is at our finger tips every single day.

It would be wise to have that local presence online for every keyword that surrounds your local market in your area. This is how you should market your business if you are looking to stay ahead of the game and keep those competitors guessing on how you guys continue to be so successful.

Before you even stiff a bit of success online you must first understand 5 factors of the internet and how your potential customers use it to find what they?re looking for.

The sad truth is that thousands of businesses are closing their doors and the stats say it maybe getting even worse for the coming year. I say this because many of the offline businesses are not thinking outside of the box of marketing. If you don?t want to become one of these sad stories, then it?s best that you think about more creative marketing.

Just know that everyone has a mobile phone these days, and due to the creation of the ?prepaid phones? now anyone can get a phone that is internet ready. That means that people are out and about searching for what they?re looking for and not caring too much about that big Yellow book or even the newspapers.

Think about this..the research shows that two-thirds of the people are going online to find that hair salon, clothing store or the best restaurant in that city. This should tell you if you?re not listed in those top positions, then chances are your missing out and risks getting run out of the town by small businesses who utilize the internet. Thanks to me.. I created 5 awesome local marketing tips that will at least get you on the road to success.

?

Get Listed?

Local SEO and BloggingThe first thing you need to do which is what I tell all my clients, is to get listed in every online business directory you can. From Google Places, Yelp, Super Page, Manta to Angie?s List and many more that are available to you. These places will give you a chance to submit all of the information about your business so you can start to build some form of an online presence. This won?t be enough so let?s cover some more tips that you can setup.

Get a Website?

There is nothing worse than seeing a local business that doesn?t have a website. To be honest with you, I?m always saying that if you don?t have a website then you really don?t have a business because there is no way for it to grow virally. Get productive and get a website setup that only really has to include the home page, contact page, and a page that covers your products or services. By doing this it allows you to take the steps to further your on page seo to insure people locally can find you.

On Page SEO?

I?m not going to dive deep down into on page seo, because I would be writing for days. To give a simple undertaking of it then I will say it would be wise to use keywords targeted to your business on your website?s given pages. Meaning, if you have an Ice Cream shop in Shreveport La, then I will say have that in the title of those pages and use it a couple of times in your body text. This pretty much tells the search engine that this page is about this or that so lets rank it accordingly. SEO goes a lot deeper than that but that?s the overall version of it to at least get you some form of online presence.

Place a Link?

This is a pretty simple thing to do if you already have a website and just need to start building more traction. One creative and neat local marketing tip is to go out and search for all of the local community type websites in your area. Such as churches, local groups, Lions Clubs and even the local newspaper. Just simply ask if they can place a link from your website to theirs and see what they say. Now the worst thing they can say is no but if you never ask then you will never know. By doing this you?re now listed on some high authority websites in your community which will give more credibility to your business.

Get Social?

This social media world is going crazy and everyone is using it from young to old. This sort of engaging should motivate you to get one the likes on Facebook, Twitter, and LinkedIn. From here you can setup a business page and start to tell your existing customers to follow you guys on these networks. Plus this can become a center ground for conversations about your product or services and consumers can share their experience which will turn into viral marketing.

Local Marketing 101

Finally I would like to say, if you want to be productive online then you must eliminate distractions if you will be doing the work yourself. Think about blocking websites like facebook and twitter so you can stay productive on completing tasks to grow your business online. The advance guide of how to block websites is a great manual that will teach you exactly how to eliminate those distractions. If you can do that, then the rest will come as you continue your marketing.

Louisville manager Jim Riggleman moves past stormy breakup with Washington Nationals

Jim Riggleman's current four-day visit to Syracuse is as close as he wants to come to re-living the dramatics that resulted in his walking away from the Washington Nationals manager's job two seasons ago.

Riggleman is now the skipper of the Louisville Bats, the Triple-A affiliate of the Cincinnati Reds. The Bats are in town for a four-game set against the Syracuse Chiefs, the Nationals' affiliate.

Under different circumstances, Riggleman could be in line to manage some of the current Chiefs when they reach Washington. But in June of 2011, Riggleman abruptly and surprisingly took a stand by quitting his job as manager of the Nationals.

Riggleman was upset that Washington had not yet picked up his contract option for 2012 and felt the issue at least deserved a discussion. When that talk didn't come, Riggleman resigned.

Monday, before the first game of the Syracuse-Louisville series, Riggleman declined to discuss his decision in specifics.

"It's history now. I'm just in a good place with what I'm doing. I have a lot of great relationships in Washington,'' he said.

"People read articles. There's no way for me to address that without bringing on negativity. That's been hashed out a lot.''

Riggleman has also managed the Padres, Cubs and Mariners He managed Double-A Pensacola last year before getting the Bats' gig this season. Riggleman said he remains good friends with Syracuse manager Tony Beasley and before Monday's game checked in with some of the Chiefs he knew from his days with Washington.

"I'm a baseball junkie,'' Riggleman said. "I follow everybody.''

In light of his having to work his way up through the minors again, Riggleman danced around the issue of whether he would have handled anything differently in Washington and indicated no particular urgency in getting another major league job.

"I did what I did. I was prepared for the consequences. It didn't take me long (to get another job),'' he said. "The goal (in the minors) is to get these players ready for the next level. What happens to the managers in the minor leagues is sometimes a by-product of what opens up. It (returning to the majors) is certainly not something that's in the forefront of my mind. When the umpire says 'play ball,' your competitive juices are flowing.''

At least 75 dead in China earthquakes

RESCUERS have braved landslides and blocked roads to help victims of twin earthquakes in northwest China that killed 89 people and injured almost 600.

The tremors in Gansu province - with magnitudes of 5.9 and 5.6 - triggered landslides which buried often crudely constructed local houses, government-run broadcaster CCTV reported.

Pictures from the scene showed simple buildings reduced to rubble, with pieces of corrugated metal roofing scattered over the wreckage.

The government of Dingxi city in Gansu said on a social media account that 14 people remained missing.

Almost all the confirmed dead were in Min county, where a medicine factory employee said he saw tower blocks shake "ferociously" when the quake struck.

"I was in the workshop. I felt violent shaking and so I ran to the yard of the plant immediately," said the man, surnamed Ma.

"Our factory is only one floor. When I came to the yard, I saw an 18-storey building, the tallest in our county, shaking ferociously, especially the 18th floor."

An official at the provincial earthquake bureau said more than 1200 buildings collapsed and 21,000 were severely damaged, adding that 371 aftershocks had been recorded.

Zhu Wenqing, a 40-year-old farmer in Min county, told Xinhua news agency he had just got up when his house started shaking.

"I escaped immediately on hearing a 'bang' and feeling the tremor," he said, adding that his house collapsed after several aftershocks.

Nearly 3000 firefighters, police, soldiers and local government workers had been sent to the area, Xinhua said, but rescue efforts are being hampered by landslides and roads which had been blocked by heavy rain in previous days.

Japan Prime Minister heads for election victory amid policy concerns

TOKYO | Sat Jul 20, 2013 10:13pm BST

TOKYO (Reuters) - Prime Minister Shinzo Abe's ruling bloc looks set for a handsome upper house election win on Sunday, cementing his grip on power and setting the stage for Japan's first stable government since the charismatic Junichiro Koizumi left office in 2006.

The victory would give the hawkish leader a stronger mandate for his recipe to revive the economy and spell his personal political redemption after he led his party to a defeat in a 2007 upper house election. That poll allowed the opposition to block legislation and led to Abe's resignation two months later.

After a string of revolving-door leaders, Abe, 58, returned to power following a big win in December's lower house poll for his Liberal Democratic Party (LDP) and coalition partner the New Komeito. He has said he will remain focused on fixing the economy with his "Abenomics" mix of hyper-easy monetary policy, fiscal spending and structural reforms.

But some worry that Abe's resolve for economic reform could weaken in the face of a resurgent LDP. A landslide victory could bolster opposition to regulatory reform from LDP lawmakers with close ties to industries that would suffer from change.

Abe could also shift his focus to the conservative agenda that has long been close to his heart, and concentrate on revising the post-war pacifist constitution and recasting Tokyo's wartime history with a less apologetic tone.

Such a shift -- along with moves to strengthen Japan's defence posture -- would further fray ties with China and South Korea, where bitter memories of Japan's past militarism run deep. Tokyo is already engaged in tense territorial rows with Beijing and Seoul over tiny, uninhabited islands.

Abe has declined to say whether he will visit Tokyo's Yasukuni Shrine for war dead, where Japanese leaders convicted by an Allied tribunal as war criminals are also honoured. A visit on the August 15 anniversary of Japan's defeat in World War Two would spark outrage in the region.

A Reuters poll showed Japanese firms generally want the LDP to win the election but worry that a landslide victory will allow Abe to prioritise nationalist policies at the expense of the economy, as critics charge he did during his troubled 2006-2007 term as prime minister.

Voting begins at 7 a.m. (11 p.m. British time) and closes at 8 p.m. (12 noon British time) when media will project the outcome based on exit polls. Final results will be known late Sunday or early Monday.

Media forecasts show the LDP and New Komeito are on track to win more than 70 of the 121 seats up for grabs in Sunday's poll for the 242-seat upper house.

With the coalition's uncontested 59 seats, that would hand it a hefty majority, solidifying Abe's grip on power and raising the chances of a long-term Japanese leader for the first time since the reformist Koizumi's rare five-year term ended in 2006.

Forecasts also show the LDP has a shot at winning an upper house majority in its own right for the first time since 1989, although analysts and politicians say the conservative, pro-business party is unlikely to dump its partner because it relies on it to help get votes.

But the LDP and two smaller parties that back Abe's drive to revise Japan's pacifist constitution to legitimise the military looked likely to fall short of the two-thirds majority needed to take revisions of the charter to a public referendum. Those parties already have two-thirds of the lower house seats.

Media have also forecast that the main opposition Democratic Party of Japan, which surged to power in 2009 to end more than half a century of almost non-stop LDP rule only to be ousted last year, could suffer its biggest drubbing since its founding in 1998.

That would raise concerns about prospects for a competitive two-party democracy.

How to Connect to a Wireless Network in Windows 8

Windows 8 does a lot of things well, however one of the things it doesn?t do well is make it easy for users to connect to a wireless network.?Here?s how to connect to a wireless network in Windows 8.

With the advent of smaller, thinner and lighter computers there has never been a more important time for Microsoft to allow users to easily connect and switch wireless networks, especially with Windows 8.

Though Windows 8 ships as the only operating system on desktops, its more important form factors (that is laptops and tablets) no longer ship with network internet ports. Instead, these devices only have wireless cards that allow users to connect to local Wi-Fi network.

Until now, devices running Windows 7 and Windows Vista shipped with third-party tools that focused on enabling wireless connectivity. While useful, these utilities often lacked cohesive interfaces and didn?t integrate well with the rest of the operating system.

From anywhere, including the Start Screen, open the Charms Bar by swiping to the left from the right side of the screen on touch-based Windows 8 PCs, or placing your mouse cursor in the top right hand corner of the screen.

SEC rejects settlement with fund manager Phil Falcone

By Emily Flitter and Sarah N. Lynch

(Reuters) - The Securities and Exchange Commission voted to reject a deal its enforcement division had struck with once high-flying hedge fund manager Philip Falcone and his hedge fund Harbinger Capital Partners, according to a regulatory filing.

The SEC has not released any public explanation of the decision, which was disclosed on Friday by Falcone's publicly traded company Harbinger Group Inc.

But a person familiar with the matter said commissioners voted 3-1 to reject the proposed settlement during a closed-door meeting on Thursday due to concerns it was too weak.

Voting against it were SEC Chair Mary Jo White, an independent, and Democrats Luis Aguilar and Elisse Walter, the person said.

Among the concerns were the fact that the proposed settlement did not seek to bar Falcone from serving as an officer or director of a public company.

The SEC last year charged Falcone with market manipulation and other violations.

Republican Commissioner Troy Paredes voted for the settlement, while Daniel Gallagher, the other Republican commissioner, did not participate in the closed-door meeting.

The rejection of the settlement comes as White has said she intends to be more aggressive in dealing with settlements and to take more cases to trial.

On Friday the SEC initiated a blockbuster case against hedge fund mogul Steven A. Cohen by charging him with failing to supervise two employees who are accused of insider trading.

C. Evan Stewart, a partner at Zuckerman Spaeder who is not connected to the case, said it appeared the proposed Falcone settlement would have been effective in some regards but would have allowed Falcone to maintain control over investor funds.

"That mixed message really is why I thought it would not be well-received several months ago. It appears that consideration carried the day," Stewart said.

Falcone announced in May he would pay $18 million to settle two SEC lawsuits accusing him of market manipulation, giving preferential treatment to certain investors and borrowing cash from his own fund to pay his personal taxes.

The lawsuits were not filed against Harbinger Group Inc, the publicly traded investment company where Falcone is chairman and chief executive officer. Instead, they targeted his hedge fund Harbinger Capital Partners and other related funds.

Falcone manages roughly $3.1 billion in assets. He notified his hedge fund investors on Friday of the SEC's rejection in an email but did not provide any details beyond what was in Harbinger Group's regulatory filing, according to an investor in the fund who did not want to be identified due to fear of a reprimand from Falcone.

While the dollar amount of the settlement was relatively small, the deal would have required Falcone to return money to his hedge fund investors and would have effectively prohibited him from starting a new hedge fund for the next two years.

It would, however, have permitted Falcone to remain CEO of the Harbinger Group, a rare instance of leniency; such settlements usually include lifetime bans on being either a director or officer in a public company, according to legal experts.

"Historically it's uncommon for the commissioners to reject settlements," said Ron Geffner, a partner at Sadis & Goldberg who is not connected to the case. He said the commission could begin to reject deals more frequently.

"Since Madoff, and since the 2008 recession, Congress, other members of the government and the public have scrutinized the SEC's behavior and in terms of settlements or the outcome of certain lawsuits more than ever," he said.

Falcone's lawyer Matthew Dontzin did not immediately respond to a request for comment. Falcone did not respond to email and phone messages seeking comment.

The government had asserted that Falcone manipulated the price of some bonds his fund had invested in and at the height of the financial crisis, he let select investors get out while denying that same opportunity to others.

The SEC also said Falcone illegally loaned himself $113 million from the fund to pay his taxes, leaving investors unable to access their own money. Falcone eventually repaid the loan.

In March, Forbes listed Falcone as having $1.2 billion in personal wealth.

The SEC's vote took place a week after Harbinger Capital's bankrupt wireless communications firm LightSquared Inc announced plans to go to trial with its lenders over whether Dish Network Chairman Charlie Ergen's acquisition of big chunks of its loan debt violated an agreement pertaining to how LightSquared can restructure.

Android this week: Android 4.3 leaked; new Nexus 7 hinted; 10-inch Galaxy Tab 3 reviewed

Now that more Androids run on the Jelly Bean version than any other, it appears Google is ready to improve the software. Over the past few weeks builds of Android 4.3 have appeared for Google Experience and Nexus devices, indicating that an update is on the horizon. The leaks also coincide nicely with a planned Google press event on July 24. Google Nexus 4

So what?s expected in Android 4.3? Most of the changes won?t be?seen directly because the leaked software doesn?t show any changes to the Android user interface. Instead, basic improvements to how Android works are on tap. The software will now support Bluetooth 4.0 Low Energy devices such as wearable wireless health monitors or smartwatches. And a new feature that turns Wi-Fi on temporarily to assist in with location-based services is also part of the upgrade.

Why no major changes? With Android 4.0 and up, Google appears happy with the user interface itself; it?s a big step up from the old Android 2.3 version for sure. Handset makers and carriers haven?t yet pushed Jelly Bean to some devices as well. By slowing the pace of change, Google is allowing more phones and tablets to get caught up with a common interface. And the company is improving the experience through additional services that developers can take advantage of without users needing to update their software.

It?s likely Android 4.3 will debut with a new Nexus 7 as well; possibly as early as this coming week. nexus-7-unboxed ?

A video of what appears to be a refreshed prototype model surfaced this week showing a 7-inch slate with quad-core processor, dual speakers and the addition of a rear camera. Inventory systems from at least one retailer shows a price of $269 for 32 GB model with a likely 16 GB expected to sell at $229.?Few other specifications are known, but at those prices, I?d expect the display have a higher resolution over last year?s model.

While waiting for a new Nexus 7, I took Samsung?s 10.1-inch Galaxy Tab 3 for a spin this week. Overall, it?s not a bad tablet, but it left me wanting more, especially since the $399 price tag buys a much better Samsung-built Nexus 10 tablet. I felt let down by the 1280 x 800 resolution and the signs of occasional lag. Samsung uses an Intel Atom chip inside and I suspect the software isn?t fully optimized for this hardware. Galaxy Tab 3 10.1 If you want a tablet that uses Samsung?s TouchWiz software and is lighter than the Nexus 10, then the new Galaxy Tab 3 is worth the look. If it were my money, I?d spend the $399 on a Nexus 10 that?s more capable, has a higher resolution display and will get immediate software updates directly from Google.

How did a potential Whitey Bulger witness die? Boston buzzing.

Stephen Rakes, who claimed he and his then-wife were forced to sell their liquor store to reputed mobster James 'Whitey' Bulger, was found dead the day after prosecutors removed him from their witness list.

Stephen Rakes, who claimed he and his then-wife were forced at gunpoint to sell their liquor store to Bulger in 1984, was found in the woods of Lincoln, Mass., on Wednesday, a day after prosecutors removed him from their witness list.

An autopsy revealed no obvious signs of trauma, according to the Middlesex District Attorney?s Office. Authorities are awaiting the result of toxicology tests, which typically take several weeks to complete, to determine a cause of death.

The circumstances of the death are considered suspicious, an unidentified law enforcement official told New England Cable News, and authorities are considering whether he died elsewhere before being brought to Lincoln, The Boston Globe reports.

Family members denied that Mr. Rakes would take his own life after being removed from the prosecution?s witness list Tuesday.

?I can assure you my ex-husband did not commit suicide,? Rakes?s former wife, Julie Dammers, told the Globe.

?We have more questions than answers,? she said. ?We are just in limbo right now. We?re all in complete shock.?

Rakes?was a vocal critic of Bulger leading up to the trial and attended the trial every day through Tuesday, when he was last seen there. Though he was a potential witness, the judge had agreed to exempt alleged victims and their families from the usual sequestration order, which keeps all witnesses out of the courtroom before their testimony.?

Rakes?was eager to get on the witness stand, according to Tommy Donahue, son of alleged Bulger victim Michael Donahue. But prosecutors told the judge Tuesday who their remaining witnesses would be, and?Rakes wasn't among them.

"He said he wanted to get up there and tell his side of the story," Mr. Donahue said Thursday.

It?s not yet clear why prosecutors decided not to have Rakes testify, but it?s probably due to the testimony of Kevin Weeks, a self-described former prot?g? of Bulger who gave a slightly different account of what happened with the liquor store. Prosecutors would be hesitant to bring another witness who could question the credibility of Mr. Weeks, legal analysts say.

Weeks denied that the gang forced?Rakes?to sell the store, saying?Rakes?had agreed to an offer from Bulger to buy the store for $100,000.

He said when they arrived at?Rakes's house to close the deal,?Rakes?said his wife didn't want to sell the store and complained about the selling price.

"He was trying to shake us down," Weeks said from the witness stand.

Weeks said he pulled a gun out of his waistband and put it on a table, in front of?Rakes's two young daughters, who were in the room. One of the girls was bouncing on Bulger's lap and reached for the gun, and Bulger told Weeks to put it away.

Bulger told?Rakes?that he couldn't back out of the sale, and they made the deal, according to the testimony.?

Rakes?was present for the testimony and later disputed the account, saying he was forced to sell the liquor store.?

"Kevin continues to lie, as usual, because that's what he has to do,"?Rakes?said that day. "My liquor store was never for sale ? never, never, never."?

For family members of Bulger?s alleged victims, the news of Rakes?s death was particularly disturbing.

?I hope he wasn?t murdered,? Steve Davis, the brother of a woman Bulger is accused of killing, told The New York Times. ?It brings you back to the early ?80s,? he said, referring to the frequent murders by Bulger?s gang.

Bulger, the former leader of South Boston's mostly Irish-American Winter Hill Gang, spent 16 years on the run, becoming one of the FBI's Ten Most Wanted before authorities captured him and his girlfriend in California in 2011. He is charged with participating in 19 murders but maintains his innocence.

(AP) ? Avast! While the international pop-culture celebration known as Comic-Con has long been the domain of superheros, the biggest showdown at this year's convention might not even involve spandex.

Several pirate-themed properties are sailing to San Diego this week in hopes of reclaiming the pop-culture crown from the undead likes of "The Walking Dead," ''World War Z" and "Dead Rising." That's right. It's pirates vs. zombies.

"I think everyone is going to remember this as the year that pirates commandeered Comic-Con," said actor Mark Ryan, who portrays gruff quartermaster Gates in Starz's upcoming mature pirate drama "Black Sails."

The series centering on Toby Stephens as pirate Captain Flint isn't set to debut until next year. However, the network is screening the first installment for a select group of fans at a movie theater Thursday night.

"As crowded as the marketplace is right now, there's weird missing spots," said "Black Sails" co-creator Jonathan Steinberg. "It's a genre you think you've seen a million times, but in reality, there just aren't that many iterations of it. Certainly, there's none that I've seen that have taken this approach."

The pirate invasion is certainly apparent on the convention's show floor where both Starz and ABC have erected mock pirate ships towering over costumed Comic-Con attendees.

ABC recreated the Jolly Roger from the popular fantasy series "Once Upon a Time," which introduced the character of Captain Hook at last year's Comic-Con and is heading to Neverland next season. The show's cast and crew are expected to detail the pirate-filled trek during a Saturday panel.

Behind the seaside convention center, Ubisoft Entertainment docked an actual iron-hulled windjammer built in 1863 depicting the fictional Jackdaw pirate ship from the upcoming game "Assassin's Creed IV: Black Flag," which casts players as an 18th century privateer.

Does this flood of pirates mean zombies will soon be walking the plank?

"Look, I'll be watching 'Black Sails' as much as the next guy, but pirates aren't cooler than zombies," said "Walking Dead" creator Robert Kirkman. "There's no contest. Pirates wear silly hats and boots, they ride on ships and they're completely outdated and old timey. There's no way they could compete with zombies. They have no chance."

The buccaneers are certainly outnumbered when it comes to events celebrating the undead at Comic-Con: There's two panels for "The Walking Dead" ? one for the comic, another for the TV series ? a zombie-chasing obstacle course at Petco Park and the seventh annual Zombie Walk, a march of undead-dressed folks through the city's Gaslamp Quarter.

"World War Z" author Max Brooks is among the speakers scheduled for a Thursday talk titled "Zombies in Pop Culture." He'll also join the creators of Capcom's upcoming undead-slaying video game sequel "Dead Rising 3" for a Saturday panel focusing on zombies in the interactive medium.

For an entirely different showdown involving the undead, "Plants vs. Zombies" creators PopCap are showing off the sequel to their silly strategy game on the show floor of the 44th annual convention, which runs through Sunday.

"I just hope this conflict doesn't tear the convention apart," joked DC Entertainment co-publisher Jim DiDio. "I'd put my money on the Man of Steel against any of them."

London reaping Olympic rewards

Britain not only cleaned up in the medal tally but it has also laid claim to the true gold ? billions of dollars in trade revenue.

A report commissioned for the Mayor of London shows the 2012 Olympic Games boosted London's economy by $A16.4 billion.

Gordon Innes from the city's tourism body, London & Partners, says the city has been experiencing a boom in trade since the Olympics.

?We?re seeing phenomenal growth in the city at the moment. We?re forecasting an additional million people coming into London over the next decade.?

Investors have poured more than $6.5 billion dollars into the capital since the closing ceremony, creating more than 20,000 new jobs. And that figure is expected to triple in the next three years.

Mr Innes says Australian investment has played a big part in the trade revenue pouring into the city.

?Australians have played a huge part. Obviously there?s the very large Westfield development ? 1.4 billion pounds of investment right next to the Olympic park,? he says.

?We?ve now got Westfield in partnership with British Property company regenerating south London around Croydon. Companies such as Lend Lease building out the new international quarter at Stratford. But also companies that are coming over and setting up here from Adstream to Closed Loop, companies such as Slater and Gordon all taking advantage of the opportunites of growth in the economy and bringing those businesses across to London.?

Australia is the sixth largest investor into London this financial year.

Tourists too are flocking to the city.

A record 3.4 million jetted in, in the first three months of the year.

Mr Innes says London's appeal to Australians has been driven by the city's rejuvenation from the Olympics.

?What?s attracting Australians to London? The weather?s shocking, the coffee?s bad and the sports teams are nowhere near as good as ours. Why are Australians choosing to come to London? I think we?ve seen a rebirth in many ways since the Olympics.?

Remarkably, Australian visitor numbers to London dropped during the 2012 Games, but a year on Australians are returning in record numbers and we?re cashing in on the high street.

The strong Australian dollar has seen Australians spend a staggering $780 million.

The Eurostar alone is reporting a 37 percent increase in Australian passengers.

?Legacy was built into the DNA of the bid,? says Mr Innes. ?They went out to Sydney, they went out the Beijing, they learnt the lessons, both the good and the bad. One of the key lessons after the phenomenal showcase of the Games is to get straight back into the market and give people a reason to come back and visit and see what they saw on the television.?

Scenes from the Games are set to be repeated when London?s Olympic park is reopened ? and renamed ? Queen Elizabeth Olympic Park ? during a week of celebrations to mark the anniversary.
