North Korea's new leaders lash out at South Korea and allies (Reuters)

SEOUL (Reuters) ? North Korea sounded a bellicose note in its first communication with the outside world since the death of leader Kim Jong-il, saying its confrontational stance against South Korea would not change and labeling its opponents "foolish."

Since Kim Jong-il died on December 17, the outside world has been watching to see whether his son Kim Jong-un, aged in his 20s, would stick to its hardline "military first" policies that have seen the isolated nation move closer to nuclear weapons capacity.

"On this occasion, we solemnly declare with confidence that foolish politicians around the world, including the puppet forces in South Korea, should not expect any changes from us," a broadcaster on state television said on Friday.

She was reading a statement from the National Defense Commission, the top body in the militarized and impoverished state under Kim Jong-il.

In a break from the black mourning clothing worn since Kim Jong-il's death, the broadcaster wore dark red clothes and almost shouted her defiant message.

North Korea has a long history of using bellicose phrases against the South, especially since the conservative government of Lee Myung-bak took office in 2008 and ended a policy of engagement with the North.

It has threatened to turn the South's capital Seoul into a "sea of fire" on numerous occasions and repeated that rhetoric again on Friday.

"We will never engage with the Lee Myung-bak administration," said the announcer.

"The sea of bloody tears from our military and people will follow the puppet regime until the end. The tears will turn into a sea of revengeful fire that burns everything."

In 2010, the North launched an artillery barrage that killed South Korean civilians for the first time since the end of the Korean War in 1953. It was blamed for sinking a South Korean warship earlier that year, although it denies it did.

Little is known of Kim Jong-un, who had been groomed for government since 2009.

He has been dubbed "Supreme Commander" in North Korea and is expected to rule with the aid of key figures like his uncle Jang Song-thaek, at least in the early stages of the power transition.

"Expecting any change from the North on our part would be foolish," said Chung Young-tae, an analyst at the Korea Institute of National Unification in Seoul, a government think-tank.

South Korea's government did not formally respond to the comments from the North.

NUCLEAR CAPACITY

Under Kim Jong-il, who died earlier this month aged 69, North Korea conducted two nuclear tests and a top observer of its nuclear program said this week the country may only be a few years away from developing a nuclear tipped missile.

Few however expect the North to launch a full scale attack on South Korea. Pyongyang's main backer, China, has repeatedly urged a "peaceful" solution on the Korean peninsula.

Despite the freeze in official relations between North and South, the two sides held talks this year which North Korea leaked, embarrassing the government in Seoul.

North Korea needs food aid from the government in Seoul as up to a third of its population is malnourished, according to the United Nations.

"These forms of messages have led to conversation before," said Chung.

Venezuela to remove breast implants for free (AP)

CARACAS, Venezuela ? Venezuela is offering free surgeries for women to remove faulty French-made breast implants, the country's top health official said.

Health Minister Eugenia Sader said women with implants made by the now-defunct French company Poly Implant Prothese may go to hospitals that carry out plastic surgery to have the implants removed, the state-run Venezuelan News Agency reported.

Sader said Tuesday that the free procedure will simply be to remove the implants and will not include replacing them.

"Those patients are running a risk," Sader said. However, she said, women need not seek emergency care and instead may visit hospitals at their convenience.

France's health system has recommended that women with the PIP implants get them replaced, and has agreed to pay for surgeries. In Brazil and Argentina, however, health officials just recommend checkups.

The president of Brazil's Plastic Surgeons Association, Jose Horacio Aboudib, said "I'd remove them from any patient that wants to, but I don't see the need for everyone to go into surgery."

"In France, the government pays for the surgery. Here it is not considered a public health risk, and so the patient would have to pay for it," Aboudib said, noting that his association will create a breast implant registry in January, so that doctors can register information on surgeries and the implant material used in a database aimed at improving patient safety and care.

On Tuesday, a group of 50 women in Argentina threatened to sue their plastic surgeons if they don't get free replacements of the faulty French breast implants.

The group is led by attorney Virginia Luna, who herself has the "PIP" silicone gel packs implanted in her breasts. She said five of her clients have obtained out-of-court agreements to provide free replacements, and if the rest don't get them as well, her group will sue.

Argentine clinics say they'll replace leaky implants, but the symptoms aren't always detectable, and Luna says any woman with the faulty implants can suffer psychological damage.

It's unclear how many women have the PIP implants in Venezuela, where breast enlargement surgery is popular and doctors say the French implants used to be widely used.

An estimated 35,000 to 40,000 women in the country have breast enlargement surgery each year, said Dr. Marisol Graterol, president of the Venezuelan Society of Plastic and Reconstructive Surgery.

Venezuelan President Hugo Chavez has criticized the widespread popularity of breast surgery, saying women shouldn't be sold on an image that big bosoms are attractive.

The plastic surgery society recommended last week that women with PIP breast implants see a doctor to have them checked. Graterol said doctors should decide depending on each patient's situation whether or not the implants need to be removed.

Sales of PIP implants were halted in Venezuela in April 2010, Graterol said.

Plastic surgeon Dr. Henry Saud said he removed ruptured PIP implants from more than 10 patients during the past year.

In some cases, his patients hadn't noticed anything wrong and the leaking implants were detected during imaging exams, Saud said. In other cases, "they felt discomfort and had swelling."

"It used to be one of the most-used brands," Saud said.

(AP) ? Bambi, Forrest Gump and Hannibal Lecter have at least one thing in common: Their cinematic adventures were chosen by the Library of Congress to be preserved in the world's largest archive of film, TV and sound recordings.

"The Silence of the Lambs" (1991), a harrowing psychological thriller about the cannibalistic serial killer Lecter, and "Forrest Gump" (1994), starring Tom Hanks as the guileless hero who thinks "life is like a box of chocolates," were critical and commercial successes that won the Academy Award for Best Picture. The animated Disney classic "Bambi" is among the most beloved movies ever made.

A majority of the 25 titles chosen this year for inclusion in the National Film Registry are lesser-known ? including silent films, documentaries, avant-garde cinema and even home movies. The Library of Congress announced the selections Tuesday.

The registry began in 1989 under an act of Congress and now includes 575 films. Its aim is not to identify the best movies ever made but to preserve films with artistic, cultural or historical significance. Previous titles chosen range from "The Birth of a Nation" to "National Lampoon's Animal House."

"Forrest Gump" has its critical detractors but was praised for its technical achievements, including the seamless incorporation of the title character into historical footage.

More than 2,200 films were nominated for the registry this year. The National Film Preservation Board pares them down before Librarian of Congress James H. Billington makes the final selections.

"Each year, we do try to pick one of the titles that the public nominated the most, and 'Forrest Gump' was way up there on that list," said Stephen Leggett, program coordinator for the National Film Preservation Board. "Everything on the list is subject to dissenting opinion."

Staffers at the Library of Congress Packard Campus for Audio Visual Conservation in Culpeper, Va., work to ensure that each title is preserved for future generations, packing away original negatives or unreleased prints into the facility's massive vault and collaborating with other preservationists, movie studios and independent filmmakers.

"These films are selected because of their enduring significance to American culture," Billington said in a statement. "Our film heritage must be protected because these cinematic treasures document our history and culture and reflect our hopes and dreams."

Leggett said he was pleased by the inclusion of "The Negro Soldier," a 1944 documentary produced by Frank Capra that was groundbreaking for its realistic and positive depiction of African-Americans. It became mandatory viewing for soldiers entering the army in the latter stages of the war and was shown in commercial theaters.

"It was kind of ironic because the official Army policy at the time was still segregation. You had a film which was implicitly if not explicitly promoting integration," he said.

Films must be at least 10 years old to be considered for the registry.

The oldest movies selected this year are both from 1912. "The Cry of the Children" is about the pre-World War I child labor reform movement, and "A Cure for Pokeritis" stars John Bunny, regarded as the American film industry's earliest comic superstar.

"A lot of people would argue that the humor is kind of dated," Leggett said of Bunny's films ? mostly short domestic comedies in which he played a henpecked husband. "He really was a major figure at the time. It doesn't help your reputation when people like Charlie Chaplin and Buster Keaton come after you."

Chaplin's first feature, "The Kid" (1921), was also chosen for the registry.

It was a big year for actress Sally Field, who co-starred in "Forrest Gump." ''Norma Rae" (1979), featuring her Oscar-winning performance as a single mother who fought to unionize a Southern textile mill, also made this year's list.

Among the other titles chosen: "The Big Heat," a 1953 film noir starring Glenn Ford; "The Lost Weekend," Billy Wilder's Oscar-winning alcoholism drama; "Porgy and Bess," starring Sidney Poitier and Dorothy Dandridge; "Stand and Deliver," starring Edward James Olmos as an inspiring East Los Angeles math teacher; and John Ford's epic 1924 Western "The Iron Horse."

Among the lesser-known titles chosen this year, "A Computer Animated Hand" (1972) by Pixar Animation Studios co-founder Ed Catmull was one of the earliest examples of 3D computer-generated imagery. The one-minute film shows a hand turning, opening and closing.

Documentaries picked for the registry include "Crisis: Behind a Presidential Commitment," which focuses on Gov. George Wallace's attempt to prevent two African-American students from enrolling in the University of Alabama and the response of President John F. Kennedy. "Growing Up Female" from 1971 was one of the first films to document the women's liberation movement.

Marcus Thornton scored 12 of his 27 points in the fourth quarter and the Sacramento Kings opened the season in grand fashion, beating the Los Angeles Lakers at home for the first time in more than three years, 100-91 on Monday night.

Kobe Bryant scored 29 points for the Lakers, who opened the season with consecutive losses for the first time since 2002-03, putting a damper on the start of coach Mike Brown's tenure.

"It's not a rivalry," Bryant said. "We beat them every year. Oh my God. I don't care if they beat us tonight. I like (Kings owners Joe and Gavin Maloof). I hope they enjoy this."

Kings rookie Jimmer Fredette entered to a loud ovation midway through the first quarter and then committed a double dribble the first time he touched the ball. He finished with six points.

Otherwise, it was nothing but a positive start to the season for the Kings. They went on an 11-0 run around halftime and then put together a strong finish to the third quarter led by DeMarcus Cousins. Playing with four fouls, Cousins scored eight points in the final 3:20 of the third to give Sacramento a 78-64 lead heading into the fourth.

"It was wild in there, and our players really liked the feeling of that game," Kings coach Paul Westphal said. "The fans were just fantastic."

Nuggets 115, Mavericks 93: Ty Lawson scored 20 of his 27 points in the first half and Denver faced little resistance in beating Dallas.

Google in Shambles over Android Patents War

The company is accused of denying Java licensing royalties to Oracle, for having copied their code in the design and development of the Android operating system. It is believed the decision to deny a patent claim was the decision of Andy Rubin, the current Head of Google's Mobile Divison, according to a report by allthingsd.com. In addition, Google's Chief Legal Officer, David Drummond, dismissed the patent system as "bogus" and called for its restructuring, when talking about the ongoing patents war.

The maker of the Android software has a portfolio of about 10,000 mobile patents but finds itself under attack from rivals Microsoft, as well as Apple. The former's involvement in the patent wars dates back to when it prevailed over Motorola for a patent on scheduling meetings over mobile phones.

Apple Inc. has its own grudge against Google - probably since the time the former Steve Jobs, Apple's co-founder and former Chief Executive Officer labeled Android a "stolen product". The Cupertino-based company has several patent infringement complaints, including one relating to an option that allows users to switch apps between calls.

Meanwhile, mobile makers HTC face a court-imposed import ban for software patent violations with Apple.

World economy to trudge on in 2012 despite Europe: Reuters poll (Reuters)

LONDON (Reuters) ? Europe faces another year of dismal economic performance in 2012 that will weigh on global growth, but emerging markets and the United States should at least keep the world economy moving in the right direction.

There are several reasons why next year may be nothing to look forward to, according to Reuters polls from the last few months.

Many of the world's biggest developed economies are heading into recession, global stock markets look set to recoup only a fraction of their heavy losses in 2011, oil prices will head lower, and asset managers are unsure where best to invest.

And these could be the best-case scenarios.

Most economists base their assumptions on the hope that the euro zone's sovereign debt crisis will not boil over into a new global economic crisis, having already dented growth in major exporters to Europe.

Still, most of the major emerging market economies like Brazil and China should pick up speed later next year. All of them have suffered from slowing economies in recent months, caused mainly by tightening monetary policy in the face of high inflation.

"It's important to stress the world economy is still growing. But it's a tale of two worlds," said Gerard Lyons, chief economist at Standard Chartered Bank.

"The storyline for 2012 is that Europe drags the world down in the first half of the year, and China drags it up in the second half of the year."

Enormous political risks cloud the outlook further, with elections and leadership changes in the most powerful countries and the prospect of continuing turmoil in the Middle East.

Still, there are glimmers of hope. The United States' economy has performed better than most had hoped over the last quarter, and Reuters' polls of economists show it growing around 2.2 percent in 2012, compared with zero growth in the euro zone.

"The big unknown in Europe and the U.S. is that big companies, with balance sheets in good shape, have the ability to invest at home if they want. It's more likely that will take place in the U.S. rather than Europe," said Lyons.

THE EURO ZONE QUESTION

European Union leaders took a historic step towards greater fiscal integration earlier in December, but economists have been clear that this would not ease a debt crisis entering its third year and still hogging the headlines in 2012.

Reuters polls show real concern that leaders are doing far too little to stimulate growth, with the likes of Spain and Italy destined for long and painful recessions.

The euro zone as a whole, meanwhile, is probably in a moderate recession right now that will last midway into 2012.

"The euro area continues to be a source of economic and financial instability for the rest of the world," said Juan Perez-Campanero, economist at Santander, in a research note.

"We could be facing a more permanent and lasting decline in growth capacity in developed economies and, particularly, the euro area."

Whether Spain and Italy will need to seek funding from the euro zone's bailout facility next year is open to question, with a very slim majority of economists polled this month - 27 out of 56 - saying not.

And a November survey of 20 top economists and former policymakers in academia and respected research institutes showed 14 of them do not expect the euro zone to survive in its current form.

Even in Japan, where economists have downgraded growth forecasts relentlessly, the economy is expected to pick up in the fiscal year from April and expand 1.8 percent. Japan should narrowly avoid a recession, but polls show little hope it will emerge from deflation any time soon.

ASSESSING THE ASSETS

The severe uncertainty surrounding 2012 is perhaps best reflected by Reuters' asset allocation poll of more than 50 leading investment houses in the United States, Europe and Japan.

Investors raised their cash balance to the highest in a year in December as they prepared for a jittery 2012, although they also moved back into cheap equities, Reuters polls showed on Monday.

The euro zone crisis was the key concern of asset managers polled, hence the increased preference for cash as well as moves into British and Asian shares rather than European ones.

Similarly, the last quarterly stock markets poll suggested emerging markets will easily outperform European share indexes in 2012, which will struggle to bounce back to end-2010 levels, never mind end-2011.

With Europe heading into a recession, oil prices look set to fall from here. Brent crude will average $105 a barrel next year, not far below this year's record high average near $111.

"We expect a mild recession across the OECD next year to put a damper on demand and consequently prices," David Wech from Vienna-based consultants JBC Energy said. "Nevertheless, the risk to oil prices is definitely on the upside given a still troubled geopolitical environment."

Economic growth is likely to slow among the Gulf's wealthy oil exporters next year, but governments will remain able to spend to counter the impact of any global slump, a Reuters poll showed on Wednesday.

Respondents cited the euro zone debt crisis and signs of slowing growth in China as reasons for the darkened economic outlook in the Gulf.

DELAYED CHINESE CHEERS

Whatever the euro zone's future, the effects of the debt crisis have already been felt across the world. The European Union is China's biggest export market, and manufacturing data there show dwindling levels of foreign new orders.

Indeed, the Chinese economy is now growing at its weakest pace since 2009. In an effort to support it the central bank cut reserve requirements at the end of last month for the first time in three years.

Economists polled by Reuters after this move, however, said the People's Bank of China will refrain from more aggressive stimulative policies unless growth falls sharply to below 8 percent.

Similarly, India has been suffering from a pronounced slowdown in growth and Reuters polls suggest its central bank will also slacken monetary policy by mid-2012 to counter this, despite stubbornly high inflation. It could be in for a difficult year.

"Looking ahead, the economy faces the lagged effects of monetary tightening," said Leif Eskesen, economist HSBC in Singapore.

"Moreover, administrative hurdles and domestic policy paralysis are holding back investments and hurting sentiment."

Brazil's central bank on Thursday cut its 2011 growth estimate to 3.0 percent, versus its previous estimate of 3.5 percent, and said 2012 would see growth of 3.5 percent.

Compared with previous years where growth averaged near double-digit rates, that would be a disappointment, although still a fair improvement on the anaemic rates of most developed peers.
